The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Considerable effort is devoted on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capability enabled by current data. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, continue.

Political Considerations

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to compel Moscow to surrender the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from believing that the current condition will not change more in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a complete military breakdown until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
